Your nurse was doing everything right! She was protecting you and herself when after removing your old dressing, she cleaned her hands after she removed her gloves, because hands can be contaminated while removing gloves. She needed to wash her hands again and put on the new pair to put on your new dressing so that your IV site would remain as clean as possible, and not be contaminated with anything from the old dressing. Everything your nurse does as part of your care is included in the charges for your care; you are not billed extra for these infection-control measures.
